Nephalem Valor

This is the auto-generated OOC topic for the roleplay Nephalem Valor, located here: roleplay/nephalem-valor

Feel free to throw in ideas, character concepts, or suggestions. WOOT WOOT.

I will add a character sheet skeleton to the intro page, as well as a separate thread about the different Nephalem classes. These will include Demon Hunter, Wizard, Barbarian, and probably some from D2 as well. Of course, you're welcome to come up with your own sort of class or hero (if that's what you choose), or a hybrid of the ones that already exist in the game.

Brian Vickers a surprise winner at New Hampshire

LOUDON, N.H. (AP) ? Stuck in a hospital bed, Brian Vickers wanted to live another day.

Once he recovered, he hungered for a competitive ride.

And once he landed a solid seat, well, Vickers simply had to win.

Even when life tossed obstacles in Vickers' path, his determined spirit never waned. After four years of health scares and unemployment put his promising career in doubt, Vickers kept pushing toward the finish line. He got there Sunday as the surprise winner at New Hampshire Motor Speedway.

"Coming here and sitting in Victory Lane, just makes it one of the most special events in my life," Vickers said.

He had plenty of drivers in the series pulling for this comeback.

One by one, they saluted Vickers with a wave from the car or a back slap on the way to Victory Lane.

Close friend Jimmie Johnson, a five-time Cup champion, pumped his fist out the window in pure happiness as if he'd won a sixth title.

Vickers did all he could to savor the unforgettable scene.

"When you have so much love and support around you," Vickers said, "it makes all the difference in the world."

Vickers even tried to celebrate with the fans, though the New Hampshire gates wouldn't open to the grandstands. That's OK. He had a pretty big mob waiting for him ? even his fiancee, who had left the track to catch a ride home, only to reverse course and make it back just in time to greet him.

About the only key cog missing was owner Michael Waltrip. Waltrip and co-owner Rob Kauffman were in Europe this weekend for the 20th annual Goodwood Festival of Speed in England.

London, Loudon. Off by a letter.

Vickers drives a part-time schedule for Michael Waltrip Racing and shares the No. 55 Toyota with Waltrip and Mark Martin. His win made him the No. 1 contender for a full-time ride at MWR in 2014.

"Wins help a lot of business issues. So this was a great day for that," MWR general manager Ty Norris said. "He's been our focus. We would love to have him in that car."

Vickers snapped a 75-race winless streak and hadn't won since the August 2009 race at Michigan. He won his first career Cup race in August 2006 at Talladega Superspeedway.

Vickers made the Chase for the Sprint Cup championship in 2009, only to be sidelined most of the next season with blood clots. He had two procedures to close a hole in his heart and insert a stent into a vein in his left leg.

After Red Bull Racing shut down after the 2011 season, Vickers hooked on with a limited ride with MWR. He has been driving full-time this season in the Nationwide Series for Joe Gibbs Racing.

With his first checkered flag since his return, he is done looking back.

"That's why I came back," he said. "For what's to be, not what's happened."

Kyle Busch was second and Jeff Burton third. Pole winner Brad Keselowski was fourth and Aric Almirola fifth.

Jimmie Johnson brushed off his 43rd-place start to finish sixth. Tony Stewart was running inside the top 10 at the final caution until he ran out of fuel and plummeted to 26th.

"It's hard to calculate how much we are saving on the cautions," Stewart said. "We thought we were about three-quarters of a lap to the good before that last caution. Obviously, we didn't save as much as I thought we would."

Busch and Vickers finished 1-2 in Saturday's Nationwide Series race. Both drivers had to stretch their fuel, and Vickers ran out just as he crossed the finish line.

He was in a similar spot again down the stretch a race later. He had just enough to zip past Stewart with 13 laps left and then pull away in the green-white-checkered finish. He didn't run out until it was time for the celebratory burnout.

Stewart wasn't so lucky a week after he finished second at Daytona.

Johnson, who won at Daytona, was mired in last place for the first time in his career after his No. 48 Chevrolet flunked post-qualifying inspection. No big deal. The points leader made quick work through the back of the field and worked his way up to the front for most of the race.

He easily breezed past 71-year-old Morgan Shepherd, the oldest driver to start a race in NASCAR's Sprint Cup series.

Kurt Busch led a race-high 102 laps before he connected with Ryan Newman to end his shot at his first victory of the season. Off the restart, Danica Patrick was involved in a three-car wreck that included boyfriend Ricky Stenhouse Jr.

"We're all bunched up on those restarts," Patrick said. "I'm not sure if I misjudged the breaking zone or they stopped really quick in front of me."

Vickers survived it all to win for the third time in 271 Sprint Cup races.

He thanked the MWR team for "believing in me and giving me a second chance."

But he wants more.

He received the clean bill of health, the ride and the victory.

With a full 36-race schedule, Vickers said there is one more check he needs to put in his box.

"I feel like I can win a championship with this team," he said. "That's our goal."

Judo Payments Secures $5M For Its Mobile-Focused Card Processing Platform

Screen Shot 2013-07-15 at 12.27.50If there's one thing we know, it's that the mobile payment space is exploding. European players in this space include Monitise, Paddle, ValidSoft and left-of-field startups like Droplet. However despite operating in the UK since July last year it wasn't known how one of the newer arrivals, Judo Payments, was backed. Founder/CEO Dennis Jones says that it launched with an initial US$5M seed round. Terms were undisclosed but it's understood the round was led by a New York based private investor which previously backed Euroffice and PaymentSense, both UK startups. The startup has now come out of a year long beta with some 2,500 merchants on their platform who pay on a subscription basis.

Zimmerman cleared; attorney says safety a concern

SANFORD, Fla. (AP) ? After a year and a half of living as a hermit, George Zimmerman emerged from a Florida courthouse a free man, cleared of all charges in the shooting of 17-year-old Trayvon Martin.

His brother said the former neighborhood watch volunteer was still processing the reality that he wouldn't serve prison time for the killing, which Zimmerman, 29, has maintained was an act of self-defense. A jury found him not guilty of second-degree murder late Saturday night and declined to convict him on a lesser charge of manslaughter.

However, with many critics angry over his acquittal, his freedom will likely be limited.

Demonstrators upset with the verdict protested mostly peacefully in Florida and Atlanta overnight, but some broke windows and vandalized a police squad car in Oakland during protests in four California cities, authorities said.

"He's going to be looking over his shoulder the rest of his life," Robert Zimmerman Jr. said during an interview on CNN.

Martin's killing in February 2012 unleashed furious debate across the U.S. over racial profiling, self-defense and equal justice. Protesters across the country lashed out against police in the Orlando suburb of Sanford, outraged that it took 44 days for Zimmerman to be arrested. Many, including Martin's parents, claimed Zimmerman had racially profiled the unarmed black teen. Zimmerman identifies himself as Hispanic.

Six anonymous female jurors ? all but one of them white ? considered nearly three weeks of often wildly conflicting testimony over who was the aggressor on the rainy night the 17-year-old was shot while walking through the gated townhouse community where he was staying and where Zimmerman lived.

They deliberated more than 15 hours over two days before announcing late Saturday night that they had reached a verdict.

Defense attorney Mark O'Mara said in August 2012 that Zimmerman and his wife, Shellie, had been living "like a hermit" and were not working because they feared for their safety.

After Saturday's verdict, police, officials and civil rights leaders urged peace and told protesters not to resort to violence. While defense attorneys said they were thrilled with the outcome, O'Mara suggested Zimmerman's safety would be an ongoing concern.

"There still is a fringe element that wants revenge," O'Mara said. "They won't listen to a verdict of not guilty."

Those watching reacted strongly when the verdict was announced. Martin's mother and father were not in the courtroom when it was read; supporters of his family who had gathered outside yelled "No! No!" upon learning of the verdict.

Andrew Perkins, 55, a black resident of Sanford, angrily asked outside the courthouse: "How the hell did they find him not guilty?"

"He killed somebody and got away with murder," Perkins shouted, so angry he shook, looking toward the courthouse.

Trayvon Martin's brother, Jahvaris Fulton, said simply on Twitter: "Et tu America?" ? a reference to the Latin phrase "Et tu, Brute?" known as an expression of betrayal.

Protesters had taken to the streets late Saturday and into Sunday morning in Florida and other states, largely heeding the advice of officials and others who urged them not to resort to violence.

Authorities said in California media reports that some marchers in Oakland vandalized a police squad car and police formed a line to block some demonstrators there. TV news helicopter footage showed some people trying to start fires in the street and spray painting anti-police graffiti. The demonstration followed a raucous but largely peaceful protest in San Francisco and another in Los Angeles. An Oakland police dispatch said about 100 people protested there, but gave no word of any arrests

Celebrities also reacted. Beyonce called at a Nashville concert for a moment of silence for Martin. Elsewhere, rapper Young Jeezy released a song in Martin's memory and Russell Simmons called for a peace.

Martin family attorney Benjamin Crump acknowledged the disappointment of Trayvon Martin's supporters, ranking the teen alongside civil rights heroes Medgar Evers and Emmett Till in the history of the fight for equal justice. However, he said, "for Trayvon to rest in peace, we must all be peaceful."

Martin's family maintained the teen was not the aggressor, and prosecutors suggested Martin was scared because he was being followed by a stranger. Defense attorneys, however, claimed Martin knocked Zimmerman down and was slamming the older man's head against the concrete sidewalk when Zimmerman fired his gun.

Prosecutors called Zimmerman a liar and portrayed him as a "wannabe cop" vigilante who had grown frustrated by break-ins in his neighborhood committed primarily by young black men. Zimmerman assumed Martin was up to no good and took the law into his own hands, prosecutors said.

State Attorney Angela Corey said after the verdict that she believed second-degree murder was the appropriate charge because Zimmerman's mindset "fit the bill of second-degree murder."

"We charged what we believed we could prove," Corey said.

Zimmerman also had some supporters outside the courthouse, including Cindy Lenzen, 50, of Casslebury, and her brother, 52-year-old Chris Bay, who stood watching others chant slogans such as, "the whole system's guilty."

Lenzen and Bay ? who are white ? called the entire case "a tragedy," especially for Zimmerman.

"It's a tragedy that he's going to suffer for the rest of his life," Bay said. "No one wins either way. This is going to be a recurring nightmare in his mind every night."

Before a special prosecutor assigned to the case ordered Zimmerman's arrest, thousands of protesters had gathered in Sanford, Miami, New York and elsewhere, many wearing hoodies like the one Martin had on the night he died. They also carried Skittles and a can of iced tea, items Martin had in his pocket. President Barack Obama weighed in, saying that if he had a son, "he'd look like Trayvon."

Despite the racially charged nature of the case, race was barely mentioned at the trial.

"This case has never been about race or the right to bear arms," Corey said. "We believe this case all along was about boundaries, and George Zimmerman exceeded those boundaries."

One of the few mentions of race came from witness Rachel Jeantel, the Miami teen who was talking to Martin by phone moments before he was shot. She testified that he described being followed by a "creepy-ass cracker" as he walked through the neighborhood.

Jeantel gave some of the trial's most riveting testimony. She said she overheard Martin demand, "What are you following me for?" and then yell, "Get off! Get off!" before his cellphone went dead.

The jurors had to sort out clashing testimony from 56 witnesses in all, including police, neighbors, friends and family members.

For example, witnesses who got fleeting glimpses of the fight in the darkness gave differing accounts of who was on top. And Martin's parents and Zimmerman's parents both claimed that the person heard screaming for help in the background of a neighbor's 911 call was their son. Zimmerman had cuts and scrapes on his face and the back of his head, but prosecutors suggested the injuries were not serious.

To secure a second-degree murder conviction, prosecutors had to convince the jury that Zimmerman acted with a "depraved" state of mind ? that is, with ill will, hatred or spite.

To win a manslaughter conviction, prosecutors had to convince the jury only that Zimmerman killed without lawful justification.

Report: PSU to put 'potential proposal' to NCAA

By Jerry Hinnen | College Football Writer

Bill O'Brien met with Penn State trustees Friday. (USATSI)
Bill O'Brien met with Penn State trustees Friday. (USATSI)
It's hardly a secret that very, very few people in and around Penn State are happy with the NCAA's unprecedented sanctions against the Nittany Lions in the wake of the Jerry Sandusky abuse scandal. But officially, the school has -- to-date -- accepted the NCAA's decision and made no effort to reduce the sanctions.

Could that stance be changing? The Centre Daily Times reported that coach Bill O'Brien met with Penn State trustees for a private presentation Friday, one that included computer slides visible to the Daily Times reporter through "several full-length, glass-paned doors into the room where the session was held."

One of the slides bore the heading "potential proposal to modify sanctions."

Another detailed the impact of the NCAA's scholarship reductions. Another, per the Daily Times, emphasized that "Individual lawsuits do not help us!" with the words 'do not' underlined and in capital letters."

The family of the late Joe Paterno has sued the NCAA and president Mark Emmert in an effort to overturn the sanctions, which include the vacation of 111 of Paterno's wins at Penn State. Pennsylvania Gov. Tom Corbett's similar suit was dismissed by a judge in June.

Neither O'Brien nor any of the trustees commented on the presentation after the meeting adjourned.

The NCAA said last August that the penalties were not subject to appeal, though that did not stop trustee Ryan McCombie, present at Friday's meeting, from sending a letter to the NCAA stating his intent to file an appeal all the same. Trustee Alvin Clemens said in February that the university's governing board would need to review the findings of its commissioned Freeh Report, which was used as the basis for the NCAA's sanctions.

Another trustee, Paul Silvis, told the Daily Times in March that he hoped the NCAA would roll back some of the sanctions after seeing the progress made by the school in the wake of the scandal. The NCAA handed Penn State a four-year bowl ban, stripped it of 40 scholarships and fined the school $60 million.

O'Brien was asked in May if he thought the sanctions would be reduced.

"I believe that's a question for somebody other than me," the coach told reporters at a Penn State caravan stop in New York. "I'm playing under these rules. I think that's a question for our administration or NCAA itself. My answer would be no, but that question would be for somebody else."

CBSSports.com writer Dennis Dodd contributed to this report.

NBA Summer League Game Preview: Phoenix Suns vs. Portland Trail Blazers

Summer basketball is here and the Phoenix Suns hope to roll out a team that is more competitive than their regular season squad. Their first stepping stone on the way to their summer league championship is a very talented Portland team.

When: Saturday, July 13, 2013, 5:30 PM local time (8:30 EST)

Where: Thomas and Mack Center, Las Vegas, NV

Watch: The game is being shown on tape delay on NBA TV at 10:30 PM (local time). DVR is always an option. If you don't have access to NBA TV or would rather watch it live, the entire summer league slate can streamed online via a $14.99 subscription on NBA.com.

----------

Suns_summer_roster_7

----------

What to watch for:

----------

Not Alex Len. He's recovering from his second surgery in less than three months to treat stress fractures in both of his ankles. It's really a shame because it would have been nice to see him match up against the Blazers talented young center, Meyers Leonard.

----------

Archie Goodwin. This guy's going to be around for a minute and this might be one of the best chances to get a sneak peek. He likely won't see a ton of playing time during the regular season being such a raw young talent. C.J. McCollum starts his quest to stultify the nine teams that passed him over in last year's draft.

Remember everyone. This year counts!

This will be the first year that a "champion" of the summer league is crowned.

Teams will play three games between July 12-16 and be seeded based on those results to compete in a single elimination tournament.

The point system is as follows:

3 points for a win

1 point for winning a quarter

.5 points for tying a quarter

Tiebreakers will be head-to-head record, overall point differential and (as a last result, awesomely) a coin flip.

Obviously this is mostly about getting eyes on new prospects and letting the coaches and players feel each other out, but winning is fun too.

Alaska GOP chair: Sarah who?

?

Ex-Republican vice presidential nominee Sarah Palin has lately teased national news media with a possible Senate campaign in Alaska, but the 49th state?s Republican chairman says he has never talked with the prospective candidate.

?I would think she would want to at least speak briefly to the new head of the Alaska Republican Party: But no, never met the lady.?Never spoken to her,? Peter Goldberg told Alaska Public Media.

Palin (AP Photo)

Sarah Palin:? Is she still an Alaskan?

?I have seen her once,? added the Republican chairman.?Goldberg stood about 30 feet away from Palin at a 2008 GOP state convention.??That?s the closest I?ve come to Sarah Palin,? he joked.

Palin was getting sky-high 80 percent approval ratings in Alaska polls five years ago when Sen. John McCain tapped her as his running mate.?Months after the 2008 campaign, however, she quit as governor, went on the lecture-Fox News-Reality TV circuit and made an estimated $25 million during her first year out of office.

She showed little interest in Alaska, aside from endorsing Tea Party-backed candidate Joe Miller in his primary challenge to incumbent Republican Sen. Lisa Murkowski in the 2010 primary.?Miller upset Murkowski, who then won reelection as a write-in candidate in the general election.

When talk began to surface of a Palin challenge to Democratic Sen. Mark Begich, Republican Murkowski was the first to hint that Palin no longer even lives in Alaska.

Begich has taken up the theme this week, asking what Palin knows about Alaska if she isn?t around, and pointedly noting that he has been working hard in public office while she quit.

Palin has denounced Begich on her Facebook page and in Tweets.?She has engaged in de facto campaigning even while having recently returned to Fox News as a pundit.

Joe Miller is gearing up another Senate campaign, and Lieutenant Governor Mead Treadwell (?lite governor? to the Alaska Ear column in the Anchorage Daily News) is exploring the race.

Of Palin, reported Alaska Public Media, ?Gov. Sean Parnell hasn?t spoken with her in months . . . House Majority Leader Lance Pruitt says he has never met her.?

Truck Pulling Penis: An Ancient Chinese Art

There are a lot of martial arts forms out there: from Brazilian Capoeira to Nigerian Dambe to American Karate and Kickboxing.

Almost every civilization has developed a type of martial arts as form of close combat fighting, meditation or health. The Chinese have a lot. In fact, there are several hundred variations of the martial arts in China, practiced for hundreds, if not thousands of years.

There is a grace and beauty to most martial arts. I?m sure that?s true of Qigong ? which means ?Life Energy Cultivation? ? as I know a few people who practice it. Qigong masters are healers, known to be able to project their own life energy through to another person to help heal them.

However?

99 Power Qigong, also known as Jiu Jiu Shen Gong, is a slightly different variation. Originally developed as a holistic answer to male impotence, 99 Power Qigong is becoming known as a way to pull trucks today. WITH YOUR DICK. Yup, you heard that right. In fact, check out the YouTube video below. That would be Grand Master Tu Jin-Sheng pulling the truck with his junk.

Let?s back up a bit, I?ll tell you about the philosophy behind it. Humpasaur Jones interviewed Tu, who said:

?For human beings, the reproductive system is the most important source. That?s where your energies originate. Within the human brain, your hormone producing glands are active until you reach puberty. After puberty, that decreases and a most of your hormones are produced by your reproductive organs. You reach a sexual peak in your thirties, after which your reproductive organs start to shrink and you get weaker.?

?This is why once you reach puberty, it is more difficult to correct bad habits and learn things like a new language. If you have an accent at this age, you will probably never lose it. This is due to the decrease in your brain?s hormonal production causing a decline in your mental capacity to process new information.?

?Chinese qigong masters realized this. What they sought to achieve was a method of prolonging the peak of your reproductive period. At the same time, they wanted to keep your mind sharp so you could continue to learn new things and cultivate wisdom.?

It sounds like there might be some real science behind it, somewhere. At the very least, there?s several hundred years of anecdotal evidence.

Other folks practice this ?art? as well. Want China Times reports that Yang You-sin, a Taiwanese manual laborer, started doing Qigong after his years of labor left him with swelling limbs and a permanently sore back. Yang met Tu Jin-Sheng, who encouraged him to start practicing Qigong. The results are? interesting.

?Yang showed his friends the results of his daily practice. First, he uses a red cloth to tie several iron disks to his genitals to warm up. When he feels prepared, he steps onto two pedestals and crouches down to tie iron weights weighing 230kg to his penis. He then stands up slowly, lifting the iron disks off the ground for 30 seconds. His friends have been, for lack of a better word, fascinated by his performance.?

230 kilograms doesn?t sound like much, does it?? So I did the math for you. That is just a little over 500 pounds. Really. The man lifts 500 pounds with his PENIS.

Oh, but it gets better. My favorite headline so far is ?Three Taiwanese Masters Pull 10 ton truck filled with 100 people with genitals.?? Where did I find such a headline?? Why, at the International Journal of Sexual Kung Fu, that?s where.

Ladies, are you feeling left out yet?? Don?t worry, there?s a version of 99 Power Qigong for you too. I?m sure you have done kegel exercises; well this takes it to the next level. You too can learn to lift hundreds of pounds with nothing more than a jade egg inserted into your vagina with a string hanging out. Talk about grip!

Ind. prof: Film shows FDR in concealed wheelchair

INDIANAPOLIS (AP) ? A professor at an Indiana college says he has found film footage showing President Franklin Delano Roosevelt being pushed in his wheelchair, depicting a secret that was hidden from the public until after his death.

Ray Begovich, a journalism professor at Franklin College south of Indianapolis, said Tuesday he found the eight-second clip while doing unrelated research in the National Archives in College Park, Md. The National Archives and the FDR Presidential Museum and Library couldn't say for certain if other such footage exists, but both said it is at least rare.

Roosevelt contracted polio in 1921 at age 39 and was unable to walk without leg braces or assistance. During his four terms as president, Roosevelt often used a wheelchair in private, but not for public appearances. News photographers cooperated in concealing Roosevelt's disability, and those who did not found their camera views blocked by Secret Service agents, according to the FDR Presidential Museum and Library's website.

"This raw film clip may be the first motion picture images of the president in his wheelchair, and it was never meant to be shown to the world," Begovich said.

Bob Clark, supervisory archivist at the Roosevelt library in New York, said he wasn't aware of any other similar film.

A spokeswoman for the National Archives concurred. "With respect to whether or not this is the earliest or only existing footage of FDR in a wheelchair, we cannot state that this is definitively the case, although such footage is certainly rare," Laura Diachenko said in an email.

The film shows Roosevelt visiting the U.S.S. Baltimore at Pearl Harbor in July 1944. Eight seconds of the clip show Roosevelt exiting a doorway on the ship and being escorted down what is apparently a ramp. The wheelchair is not clearly visible because the view of the president is screened by a line of sailors ? perhaps deliberately ? but Roosevelt's distinctive white hat can be seen gliding past the men at a lower level. Roosevelt, at 6-foot-2, was likely taller than most of the soldiers.

Although Roosevelt's disability was virtually a state secret during his presidency, which spanned the Great Depression and most of World War II, it has become an inspiration to advocates who successfully pushed for a statue of him in his wheelchair to be added to the Roosevelt Memorial in Washington.

"To me, the importance of this clip as historic media imagery, is that it reminds all of us that this president fought the Great Depression and World War II from a wheelchair. I think it's a tragedy that we haven't had many candidates for national office who use a wheelchair or guide dog or sign language," Begovich said in a statement.

Petition Wants Microsoft To Reinstate Nixed Xbox One Policies

See? No matter how obvious something seems, there will always be people to disagree.

When Microsoft revealed that their new Xbox One console would feature used game DRM and mandatory daily Internet "check-ins," the gaming world went nuts. They hated it. When Sony announced at E3 that their PlayStation 4 would have no such mandates, everyone loved it.

And hence, we saw a big spike for the PS4, while the negative Xbox One headlines overflowed. It may have peaked with a Facebook poll asking gamers to pick their horse for the next generation; it was stopped early when Sony's machine had 95% of the overall vote. So yeah, that seemed pretty straightforward, right? When Microsoft rescinded those policies, it appeared to be a good thing.

But a new online petition at Change.org calls for Microsoft to change their minds again. Believe it or not, the petition asks the Xbox manufacturer to reinstate the policies they removed:

"This was to be the future of entertainment. A new wave of gaming where you could buy games digitally, then trade, share or sell those digital licenses. Essentially, it was Steam for Xbox. But consumers were uninformed, and railed [sic] against it, and it was taken away because Sony took advantage of consumers [sic] uncertainty."

Oh, don't laugh. The petition has nearly 1,500 signatures already. I'm almost tempted to sign it just so Microsoft will bring back those policies...and Sony's domination can be assured. ;)

FBI nominee says surveillance can be valuable tool

WASHINGTON (AP) ? The Obama administration's nominee to become the next FBI director, James Comey, told members of Congress on Tuesday that federal judges who oversee government intelligence programs are "anything but a rubber stamp." But Comey also agreed to work with legislators to improve the laws governing surveillance activities.

Comey said he wasn't familiar with the details of the government's phone and Internet surveillance programs that recently became public, but he said that collecting that type of information can be "a valuable tool in counterterrorism."

"Folks don't understand that the FBI operates under a wide variety of constraints," Comey told the Senate Judiciary Committee, which is considering his nomination for FBI director. He added that when critics discount the oversight of federal judges and call them a rubber stamp, it "shows you don't have experience before them."

Committee Chairman Sen. Patrick Leahy, D-Vt., said the expansive scope of the surveillance programs raises the question of "when is enough enough?"

"Just because we have the ability to collect huge amounts of data doesn't mean that we should be doing so," Leahy said.

The senator asked Comey if he would be willing to work with legislators "to enact some common sense improvements to our surveillance laws," and Comey agreed to do that if confirmed as FBI director.

In the aftermath of the uproar over NSA spying, Leahy has introduced legislation that would improve privacy protections and strengthen oversight and transparency provisions in U.S. surveillance programs.

Comey stepped carefully when asked what positions he would take as FBI director.

Sen. Charles Schumer, D-N.Y., asked Comey whether he would be willing to support declassifying or releasing declassified summaries of rulings by the Foreign Intelligence Surveillance Court.

"Senator, I agree with you that transparency is a critical value, especially when weighing tradeoffs between security and liberty," said Comey. "I think it is a worthy exercise to look closely at it."

Comey spent 15 years as a federal prosecutor before serving in the George W. Bush administration, where he is best known for facing down the White House over a warrantless surveillance program. The White House made changes in the program when Comey and current FBI Director Robert Mueller threatened to resign.

Comey got a warm reception from the both Democrats and Republicans on the committee, who repeatedly referred to his independence in standing up to the Bush White House.

Civil liberties groups have nonetheless expressed concerns that Comey signed off on abusive CIA interrogation techniques for terrorist suspects during the Bush administration, when he was the Justice Department's No. 2 official.

Comey told the committee that he argued strongly within the Justice Department against the interrogation techniques, telling the attorney general that "this is wrong, this is awful" and insisting that his arguments be presented to the White House. But his objections were overruled.

Leahy said he was concerned that while Comey was deputy attorney general under Bush, he approved a legal memo that authorized use of waterboarding "and other techniques long recognized as torture under both domestic and international law."

Comey explained that he regarded one Justice Department memo that said waterboarding would not violate federal law on torture as "a serious and reasonable opinion" about individual interrogation techniques.

Comey said he fought a subsequent legal memo that allowed a combination of harsh techniques to be used by CIA interrogators.

The second memo "was terrible. I thought it was irresponsible both as a policy matter and as a legal matter, and so I objected to it and took that directly to the attorney general and made my case that that was wrong. He disagreed with me and overruled me."

After leaving the Justice Department, where he served as the agency's No. 2 official, Comey was senior vice president and general counsel at defense contractor Lockheed Martin. He later became general counsel at hedge fund Bridgewater Associates. His financial assets include $5.2 million in securities and a home in Westport, Conn., valued at $3 million, according to financial statements filed with the Senate.
